At first, I take no responsibility if it fails, but I tried it myself few times before and was working without problems.

Requirements:
- Windows XP in other language than we'd like to have, in perfect case without servicepacks (older edition is better)
- Service Pack in language we want to have (higher than already installed)
- Ten minutes + time to install servicepack ^^

In my case, I got original Windows XP Home Edition DE, without servicepacks. As this language... I just don't like it (but understand partially), I wanted to change it to my native (Polish) lang. Windows XP MUI Packs works only on English Professional edition, so they aren't applicable there.

If you try to install other language servicepack that is installed, You'll get error that it isn't designed for your os. The fix for that is simple:

1. LogOn to OS with Administrative rights.
2. Open regedit
3. Navigate to:
Code:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Nls\Language


4. Change:
Code:
Default
InstallLanguage


to your desired language code (in my case it was 0415)
5. Reboot
6. Install ServicePack (higher is better, as it replaces more files)
7. If needed, go to user profile, and translate Start Menu, Desktop, Documents folder (and links) names if needed, or copy them from working install in that language. You should do it also for DefaultUser and AllUsers folder

They -will- be signs of original language in few places, like service and device names, some control panel applets - but bigger part of OS is in desired lang. As a proof, screenshot of mine Deutsch-Polish OS I did in past (you can see that mouse applet and services are still in deutsch, when rest of OS is in Polish):

Easier method is installing windows mui and choose your language :D

Ok, but that was written two times before, so I don't know the reason why you're writing this again.

Because I got original OEM with my PC. Installing different language edition than was sold with cd-key is often practiced, but (from what I know) it's not allowed by EULA.
