I have posted a topic that i need help and its urgent but no one answers.I have posted it on 19th January and there is no answers.I dont know where to ask.

If you post in the wrong place, like NOT in the Q&A section you will not get an answer, and even if you do post in the right place, its rare that anyone over there answers you anyway
Its full of dev wannabe's who think they are above the rest of us because they know how to port a ROM

Yep, I agree. Even though I'm not so interested in Android, but even if I was, I don't think I'd join their community for anything other than downloading ROMs.

Acceptable question and in the right place, but you answered it yourself in a span of 2 hours...you can't expect people to jump all over your question in that short of a time period, especially when your not in a device specific forum.
On that topic however, its best to do data wipes in between rom flashes. If not, you will end up with tons of FC, as you learned
1) It's a question, and should be in Q&A, not general. 2) What the hell is "panda app"? Searching the market for "panda" yields thousands of results, so perhaps a market link would help. 3) Did you try any remediation steps already? More detail is really required to get a good answer.
XDA can be a tricky place, especially for someone with a not-so-popular device. I find the android general forums aren't the greatest place to get answers. If you had a device specific forum, you likely would have gotten more responses, especially if you added some more detail.
Did you even attempt searching for an answer to your problem? A simple google search for "android market downloads stuck at 0%" would have yielded you tons of results with potential solutions, as it is a fairly common problem.
All that said, try going into manage applications and clearing data on the market application, then restarting the download. That will give it the kick it needs sometimes.
