Just like title says. Can I reinstall the Weather app (or any other app) on Windows 8 without resetting my PC?

I doubt it HIGHLY, for now. Maybe in the beta?

C:\Program Files\Applications>

Weather app is in the C:\Program Files\Applications folder. Get the microsoft.weather_1.0.0.26_neutral_neutral_8wekyb3d8bbwe's files, add access for admin for the C:\Program Files\Applications, copy and paste it there, and create a shortcut on the Start Screen.

EDIT: Got them with some commands. Here is the weather app,

Unpack using 7zip, and copy the contents to C:\Program Files\Applications, and add a shortcut to Start Menu

You can also use Unlocker

Takeown won't work because there is a space in the folder path (\Program Files\) and Unlocker doesn't appear to be compatible with WDP (even in compatibility mode)

Quotation marks make all the difference when dealing with spaces at the command line.

I don't think you can pin it to the start screen, but you CAN put it on the desktop, or taskbar.
1. Open Notepad.
2. Type the command used in to Notepad.
3. Save as "Name.bat"
4. Move/pin file.
5. Run.
6. DONE!

.bat means Batch File, which is used in command prompt.
