I'm guessing you need to use a Windows Live ID to enable that custom Start background... they're pushing WL so much like they did in XP with ".NET Passports", which is infact, Windows Live/MSN.
Anyway, here's Mac OS X Leopard! (Don't ask why there are two System Reserveds - one was from Vista/7, the other from Windows Developer Preview) (And to all Mac and Windows users: Has Flash gone weird with YouTube for you? Every video doesn't show the buffer progress (how much of the video has been downloaded to Flash so you can view the video) and playing glitches. I don't have this bug in Chrome on both Windows Developer Preview, Windows 7 and Mac OS X)

Nope, it's just using custom programs to change it found over the web. Currently all you need the Live ID for is sync.

Just to let everyone know, I'm once again using my real Windows installation, since I've finished restoring it earlier this morning, however, my desktop is still not much different from when I first posted it over a year ago (soon two years ago, however, since it was not only 2009, but also September 29th that year if I remember correctly), especially since it not only has almost all of the same icons, but also the Snow Trees wallpaper.
If anyone still wants, however, I can post my desktop anyway, along with the screenshot of which I posted on September 29th, 2009 for comparison.
