edit the version.plist of OSX while installing the program. It will work on newer OS's after it's installed, just not while installing.
There's a few good guides out there... or just backup your Lion one and replace it with one from a 10.6.7 SL install.

I was looking for how to change it, I couldn't find anything.

No matter, I've found Lion DP2 and Xcode 4.1 now, just waiting for it to arrive.

I haven't used the installer for that one, but have you tried the "open package" command and looking for its compressed archive data? You can just expand the file and manually move the files.
