Now im starting making this os, In startup see this message : "Welcome to KinoOS Project! maded by betascollector in BA. Starting OS........................." Then after startup got this message: "Welcome to KinoOS Project. Version [Version] Type Help for see all commands." What applications i need to use? How?

Starting from scratch, nowadays, would make the development pace very slow - atleast grab the Linux Kernel or something, so you can just write a GUI on top of that. Writing a Kernel, Drivers, look at Linux. It's not complete, and it's been lots of years already with thousands of developers.
If you get the Linux Kernel, then just write C programs, compile them for Linux, (???) - profit!

I tried to write an OS myself but it isn't so easy, althought it isn't THAT hard either. You'll need MUCH time.
If you want to write an OS quickly, you could grab Linux kernel, or as i did today, i dl'ed VisualC# Express and Cosmos. You have the kernel, no problems with bootloader, everything is ready there... 1 hour of fun (i haven't even seen like C# looked before today, i knew C++ only) and i got this: http://18.104.22.168/os.png

If you're an absolute pro: start from scratch. If you want to learn about how a computer works: start from scratch. Else: I recommend using a base such as Linux and just write a GUI for it. (See what I did there )
It sounds to me like you just want your own GUI for an OS. Starting from scratch it'll be years before you have a workable OS, and years more before you have a working VGA driver + GUI.
Don't expect things to happen overnight It's going to be months before something (pretty) can be shown for your work.
(Question: Do you watch Stargate Universe? I think of the Kino device from SGU every time I read KinoOS).
