In my opinion it's good and bad, It stops people just making a few posts and leaving. But I also think it may encourage stupid/spammy/pointless posts.

i strongly feel the issue can be easily solved by making the off topic sections advanced member group only

25 posts is a reasonable amount. It won't take long given the activity on this forum.

It's a good idea but 25 posts it a tad bit too high. Maybe 20 is enough but I think this would bring more spam to the forums.

As a new member, still working my way up - I'm not too fussed.
You guys have a good community here, and increasing the post limit to 25 would help maintain that. For me, if i can post 10 times, with useful content, im sure i can post an extra 15 times before getting in on the sharing.
