You could switch to a hosting provider that offers a site builder. There are also WYSIWYG Programs that design HTML pages.

WYSIWYG= What You See Is What You Get.

such as Microsoft Frontpage (don't, lots of security holes.)

You got CMS (Content Management Systems) like Joomla and (Wordpress) to mangage you sites easy without even write a single line of code. Then you WYSIWYG editors as saisd earlyer in the topic.

And making your own pages in HTML is not that hard, but you have to make all the code self, wich can take some time. Even PHP isn't very hard, but this wasn't what you asked for, i know.

Drupal is a good base CMS.
Although, if you need to make your own, there's %windir%\notepad.exe, or on Linux, emacs/vi.

I first learned in Frontpage since it was based on MS Office it was easiest. But I quickly moved up to Dreamweaver since it had a lot more features and is more supporting of web standards. Frontpage's stuff like to work only in IE.
