I downloaded Mac OS 6.0.7 Simplified Chinese on BetaArchive FTP Server
I click the readme text file and then i see

The enclosed file is a self-extracting archive of a Disk Copy 800K disk image. To use, download, double-click the downloaded file (this decompresses it), and use Disk Copy to create a disk.

Disk Copy can be found in the US Utilities folder posted here.

You can expand the .sea archive with earlier versios of Stuffit Expander like this one: http://files.oldos.org/files/macdl/alex50.exe
Then you'll have a file with the .image extension, which you can use in vMac

A .sea archive should extract itself, as sea means "self-extractible archive"… I don't understand the question, can't you get the file in vMac and extract it from there, then install your system on another disk image?
