You can look at EFI like a replacement for PC BIOS, but more powerful. Turning Virtualbox's EFI on can be useful if you're virtualizing an OS that needs EFI to boot correctly. And that shell is a management tool for EFI itself.

If you deal with servers that use Itanium processors, all those systems use EFI instead of BIOS. You'd use the EFI shell to change RAID controller settings, configure the boot options for your operating system, browse files on the boot partition, and a whole bunch of other stuff you'd usually go into BIOS setup to do.
