I experienced this problem twice on Whistler 2428 from the FTP on the Welcome screen:

Some system files are missing or damaged. You cannot login right now. Please reinstall/repair your system using your installation CD.
Error Code:0x80040507. The title bar says Windows Product Activation and the setup seems to fail in loading the msxml.dll file.

I used VMware Player and experienced this problem 2 times.

I don't have such problem in VMware Workstation. What is your SHA-1 checksum of the build? Might be your iso is corrupted.

Check if the ISO is damaged... Also, I would recommend you use Virtual Box...

Probably... but since I use Virtual Box for most of the betas, I usually recommend it...

I tried it on a normal PC with another copy of 2428 but get the same error.
