I ever saw Windows (something, possibly 1.x or 2.x) bootscreen that has the Tulip logo in the middle. I forget the website where I see it, because it has been years after I see the bootscreen.

Tulip as in Tulip System ? Do you happen to remember on which models it ran ?

Some famous alternatives, such as the DEAD_WIN (on the hobbes site, under \windows, Windows NT (3.1), and windows / windows for workgroups / pen / warehouses 3.0 3.1 are in this collection.

Well, here's bootscreen from what seems to be an alternate release of Widows with Multimedia Extensions 1.0 (the boot screen is opened in some image editor, EMEdit or something like that...):
