Full stop. Longhorn is way too buggy to use as your primary operating system. And no, you cannot change the language to Brazilian Portuguese.

it's all to common for people to want to install longhorn because of it's looks. but after a week or so it will have you pulling your hair out i don't advise you install this as a main OS if you have a spear computer then do so. but to anwser your question
the best builds of longhorn are 3xxx builds they are stable 4015 is ok 4008 ok good 4029 very good 4074 also there the best longhorn builds. but if you use your computer for work and lots of programs you need
stick with a main stream OS such as XP Vista or 7 as not many programs work on Longhorn
EDIT
the best way to know what the best build is go try them out for yourself remember your view may differ from my view
but the builds listed are the best talked about also rember hardware some builds may work on your PC others may not

The Best Version of Longhorn is different in every person's opinion. There is no way to find the Number 1 version of Longhorn as you can see in chrisjose1913's post. (BTW I agree with chrisjose1913 about the builds he listed.)

I find the DP terribly buggy on both my laptop and desktop. Hope the Consumer Preview is better.

Longhorn 4093 is very buggy. But, for me, the best build is 4074 if you want aero glass, etc. Also, 3663~3683 is very stable.

Yes, I totally agree. But if I were to choose it have to be 4074 with the longhorn 08 patch. Still buggy but extremely fun to play around with. :P
