You can't make them yourselfs that easily. You can find them from Windows XP and on the internet.
Languages not available as part of the MUI (Multilingual User Interface) are called LIPs (Language Interface Packs). MUI's translate all included components (on Windows XP almost all) to another language. LIPs translate the most common components only and need an base language to be installed upon.
With Windows XP you need the English version to install the MUI's and for the LIPs English or another base language as described on this page.
With Windows Vista and 7 you can install the MUI on the Enterprise and Ultimate versions from Windows Update (or force on other editions with an program, can't remember the name) and for the LIPs is the same as Windows XP, it needs the English of another base language as described on this page.
The ones available for Windows 8 are hacked together language packs using the Windows 7 MUI and take a few hours to install (instead of a few minutes with MUI and LIP) with an custom application which asks for a donation (never do such thing).

Oh, forgot, Windows 2000 can do it also, but you need the English version and then the MUI Pack (but that only translated the basic explorer and included applications).

Yes, you can edit it with resource hackers but it is not worth the effort, you are quicker to find the older Windows version in the language you want then hacking it. Also, why do you need to ''hack'' the MUI? Last time I seen an MUI downloadable pack (from torrent and direct links, before I got MSDN and Technet) it was complete with ~20+ languages (~30+ for Vista and above). So you can always find an language you need instead of resource hacking it.

@MegaDragon998, If you included you're specific Windows version you wanted an Language Pack for, you would have gotten an quicker answer. Please include any relevant information to a question, otherwise you won't get the answer you were looking for.

If it is for Windows 98, I suggest you find the version in your language. The MSDN Compiliations on the BA FTP contains almost (if not all) of the Windows 98 Languages, search for the Windows 98 Versions disc.
It saves the trouble of editing hundreds of files manually and also removes the risk that you break the OS.

From what I understand, you're looking for Serbian/Yugoslavian Windows 98? Well, I don't think there ever was 98 in that language. Slovenian 98 Second Edition is as close as you can get without editing stuff...

I dont know slovenian but i know bosnian,croatian and serbian and if slovenian is familiar to serbian it will be good...
EDIT:It is not familiar i translated some words from serbian to slovenian and it isnt so familiar.Theres only some words same like russian and serbian.

Well, since I'm a native speaker of Slovenian (and also speak Croatian/Serbian), the difference is much less notable to me. I just informed you that the only ex-Yu language that MS supported prior to XP is Slovenian. The rest came along later...

Not only will I gladly look for you (and also for the other members of the Ex-Yu Beta Group, of which I may even be able to support with residents of Yugoslavian natians clt_42 in Croatia, marxo in Serbia, and OBrasilo/Battler/OBattler, an emigrant to Slovenia), but I'll also talk to one of the people of whom may be able to join your group, Battler, since not only does he have an excellent experience with languages, but he also has (at least) almost as much experience with different language releases of Windows (check his posts, please, if you don't believe me, and you'll find that it constitutes possibly even as much as about half of his posts altogether, at least to some extent).
