You need an SCSI drive as said in the Setup, and you use an IDE Drive.
Also, if you change it to SCSI, it still won't work, since it is incompatible. The best thing you can do is to follow this guide. In short, partition/format with MS-DOS 5 and copy files to the Virtual Hard Drive and start the setup from there, note that you must change 2 files after the second txt setup fase, otherwise you can scrap that VM and redo it.

Because the SCSI adapter is not supported, you will have to install MS-DOS, then use the dos installation method.. You can convert it to NTFS but you will be restricted to a 2GB IDE disk for C ...
There is a PCI driver for the network card that VMWare uses some AMD PCNet type thing ( 11265315.exe ..?)
And don't forget about the CPU level in the inf files......

You might as well skip that and get the latest version from AMD, http://support.amd.com/us/Embedded_Tech ... nt_350.zip. Don't bother with the installation program, it's not designed for earlier versions of NT. You can extract the binaries though and use them directly. Using the AMD PCnet drivers in the DRVLIB directory from an NT 3.5 installation works too, they're just a slightly older version. The AMD network adapter is supported in both VMWare and VirtualBox.
