Already out there. Boot up any Windows Developer Preview DVD into Setup and bam, you're in WinPE.

I don't know if you get the same WinPE then, this WinPE is created with the Microsoft Assessment and Deployment Kit.

After checking it seems to be the same version of the WinPE, so there are now 2 possibilities if you want them:
- Running Shift+F10 by the normal/upgrade version
- Creating the WinPE with the Microsoft Assessment and Deployment Kit

My friend give me a build every week, but only vhd format, never as iso.

Well, if you can see in the screenshot you can see the "pseudolocalization" what mean this build is around 813x/814x.

Also, are these pre-beta stage releases of Windows 8, or are these beta stage releases of Windows 8?
