This version number is listed in several sources, including a Microsoft Knowledge Base article, as being included with something called 'Microsoft Active Accessibility'. I have the Microsoft Active Accessibility update, and can confirm it includes a user.exe with this version number, and weirdly, a product description (in the resources) of 'Microsoft Windows 95 Plus'.

the build number 4.01.970, it's Windows 95 plus the Active Accessibility client.
