^This. The indeterminate progress bar of Windows Phone and WinRT.
Instead of the black background, I'd like (25, 121, 202) RGB code.
And in place of those blue rectangular dots, I'd prefer white circular dots.

I don't understand what flow you want this animation to have. Do you want the dots to come closer together as they move towards the middle, as exhibited in the 2nd frame you posted, and then move further apart for the right and left hand sides?

OK.. The dots start from the left (with some distance in between), come close in the middle (but keep moving) and then move further apart towards right.
Try looking at the IE10 Metro loading bar if you can...

Yeah, when I booted WP7 in the local phone store, I saw that animation. Either way, it would take me a lot of time to make this, why not just rip this from WP7, IE10 or something?

Rip it as in? I'm a total noob in all that stuff. *mrgreen*

To rip means to force-take something out of a thing. Like DVDRip is a convert from DVD5/9 to AVI.

Oh.. That way.. So a dummies' guide on how to do that would be cool..

Well, maybe we can use Fraps on Windows 8 IE10 and record the animation, then lossless video --> GIF. But Fraps doesn't seem to work on Windows 8 yet.
We can also try to record it from the WP7/8 simulator.

Yeah, but sometimes when it lags, there's a loss of frames. And then, the background..

I think you can green screen a background (not literally green screen, but use a chroma keyer).
