I totally agree. Don´t forget to create a folder and a user to access. You have to probably open a router port (sometimes is LAN > Port Forwarding configuration).

Favourite OS Windows 7 (for now) full release
Tip: If you can't make your server work outside your LAN then try to set up your server on some other port (not 21 or 12) then it should work. at least it worked for me.

there are ways of setting filezilla server up to only allow downloads or uploads just click on the user button and click on the shared folders button select the user name that you want to restirct to just downloading click the sharded folder check the read, list, +listsub options and it will only allow the user to download.
