It's actually a program, that can be found here. It defaults to time left, but click it once it'll switch to percentage.

How is the performance of Win7 on a Pentium D? I think I had one of those laying around here in a spare PC.

A Pentium D isn't that bad, it's more so 2 Pentium 4s on one chip. It's good, but not as great as a C2D, as a 1.86 GHz C2D feels faster than a 2.8 Pentium D.
