Better? Far from it. IIS is harder to use than Apache. Have you ever tried to just get it to serve a page without saying permission denied? I spent 3 hours trying to figure it out so I could use Virtual Server. I gave up in the end.
It may have many options but its the worst web server software Ive ever come across, and shame on Microsoft for making it so.
And there is one DOS server - EZ-NOS, i am using it on my page dos.selfip.net, but it doesn't support PHP or databases, only pure HTML and FTP.
You can download it from the Internet Archive, because eznos.org was dead one year ago.

and opensource doesn't mean people can change the code then save if for other people to DL.
what you get from apache is written solely by apache.
there are other sites that make use of apache being opensource to make variations like XAMPP and LAMPP..
and it means bugs are found faster and can be corrected faster...
And closed source isn't better or stabler...
look at ie7! the IE team blatently stole FF2 source code and placed it in IE7. while its not illegal consider FF is opensource, it shows what is better...
