Depending on the file type 17gb might not fit on an 8.5gb DVD. You may end up using two or three disks. If they're BETA's then don't expect it to compress much.

I personally WinRAR it on best compression into an exe and then burn it. I think there are better compressers out there, but this gets the job done for me. (Also, you can split the archive with WinRAR if it won't fit on a single DVD)

From my experience, 7zip compresses really good for me on the highest possible compression.

If I recall my last backup, I ran Ghost (on high compression to the small HD I have for Ghost only), and then ran 7zip on it with high compression. Fit in a CD or two, your mileage may vary :D

I'd recommend Ghost ... an install of Windows XP and Office 2003 (totals about 3GB) will fit on two 700mb CDRs easily. It's not the best compression but it's certainly good enough. The added advantage is if you want to reset your computer to how it was, you can just restore the ghost image, then it's exactly how it was. Or you can open the ghost image with the ghost explorer and extract files from it.
