I recently got a TOSHIBA laptop of 2002 from my friend as a birthday present. It is a Protege 4010, with Pentium 3 933MHz. Now comes my question.
It has a Trident Cyberblade XP Ai1.
(1) Can anyone describe it to me?
(2) It's getting 16MB of VRAM, how can I share more RAM to it?

Its fan is becoming noisy these days, sounds like zzzzzzz-zzzzzzz-zzzzzzz-zzzzzzz-zzzzzzz at about 60dB and it's annoying! I updated BIOS but not helping.

2. See BIOS. In some models you can change VRAM.

3. Clean or replace cooler.

I highly doubt that it's 60 dB as by then you have the sound of a 1u server, in which would mean the fan would be spinning close to 10,000 RPM, however the loud fan can be fixed my simply replacing it.

Probably bad bearings on the fan, you could replace it or try to open it up and oil it if possible. Chances are the VRAM is stuck at 16. That should be fine for running Windows, something this old isn't going to be a gaming system unless you want to run old games.

Im only 12 and I really dont know how to open up the computer case and clean the fan out. its a HP 550. Before when I got the laptop you would feel warm air coming out of the air vents now you cant feel anything coming out! and the computer fan gets really loud!! and it gets hot really quickly..I have tried to open up the computer case with my dad but it failed..The laptop is over 3 years now..with a Intel Celeron 530 @1.73 Ghz. I have no warranty left as well.

Did you try Googleing? This was under the first page on a google search for HP 550 teardown:
