That's interesting but I think MS already said there will be no SP4, maybe it's a placeholder with tests. Have you opened it with a resource hacker and tell us the contents? Revision 6031 on the version looks interesting...
Though why is the supposed copyright icon/word an ? on product name, you better have not edited it

Oh, the ? must be from my Chinese character set or something...
edit: Well, I opened it with XN Resource editor. There are 2 error dialogs, but all of them are in Chinese cuz of my system language. I'll try to translate for you.
First one:

For me it happens after everything else has already closed - the task window disappears, I usually see a flash of desktop, then it reappears, complaining about itself (but normally goes away after a second or two).

Here's 2 of them relating to the site.
First, here's something that isn't on my end of the connection and refreshing the page did nothing. I had to go the "www.betaarchive.com" and click on the "Forum" button and it worked right:
and here's something that was on my end. The router (Netgear WNR834M) went into recovery mode on my brothers computer and changed it's IP to 10.0.0.1. It's fixed now and I have internet again:

I put in :80 at the end of betaarchive.com and I got the error too!
