This looks like it was compiled not long after Windows 95's release.
Also, I even noticed some of the brands here: Packard Bell, Compaq, and Dell...
Finally, one of the songs was known as "The Road to Cairo", meaning that Windows NT 4.0's codename was mentioned in this song! From what I see, it could easily have been from around the same time as Build 1130's compilation!
Also, as far as Windows's apparent reliance on MS-DOS is concerned, I suggest you talk to Andrew Schulman so that he can debunk all those stereotypes of Windows being a "thing on a thing" (as he quoted from the OS/2-based WordPerfect ads, "After all, Windows is just a thing on a thing") due to running on top of DOS, when in reality, it runs alongside DOS. I doubt he would take kindly to this video at all!
This is so crazy, it sounds just like something that would be mentioned in a "for Dummies" series book (one of the actors even held up a copy of the "DOS for Dummies" book, which makes it even more crazy)!

A very very funny commercial. Oh, and the killing my software with windows song describes perfectly my adventure with a Pentium I MMX/100 and 7 Megs of ram.
