Maybe Microsoft doesn't keep copies of these old versions archived, as support has ended for them. Windows 1.01 was released almost 27 years ago, maybe they don't remember if it had Control Panel or not. As for Windows ME, Microsoft tried to sweep DOS under the rug, because it was almost 20 years old.

No, I think that the person who put that up just forgot, especially if they were newly employed at Microsoft, and either in the younger generation, or not as experienced with Microsoft products from beforehand.

This is probably the work of some intern from marketing or release engineering. MS has a lot of old people, so it is definitely not an indication of company culture.
