Whenever I try to access the site from my own IP, 83.209.10.88, I get a '403 Forbidden' message. Why is this?

A member of the forum on the same IP range as yours was recently blocked. I will unblock it now. 83.**.**.** was blocked from the server. The user was persistantly annoying me and users so the entire range had to be blocked to prevent his access.
