The image uploader and Screenshot Gallery are 2 different things... People tend to link or even upload images from the screenshot gallery to the image uploader to post.
Anyway. This was also a suggestion a while back (IIRC), but nobody responded to it. I support this, there are TONS of images that are usefull, but are lost due to either burried in 1000's of posts or because the members/staff erased the posts. I hope that Andy does not periodically clean it and remove items, some can be very usefull.
@Andy. If you need anyone to sort through the images, link me to an special FTP account or such so that I can periodically check all the images for new ones.

The image uploader is not cleaned unless it's obviously not supposed to be there. The reason the image uploader images have not been made public is simple - there are too many of them and they are not sorted in any shape or form.
