Leopard would be awesome on that, I have installed it on a Beige G3 with a 500 MHz G4 CPU/768 MB Ram and a Digital Audio G4 466 MHz/512 MB Ram and it is really great on those, your G4 is one of the last models of G4 and so a serious spec, more than enough for Leopard.
Leopard will run fine on that as long as you upgrade the RAM like you said. However it should be noted that you can dual-boot Leopard and Tiger with a little bit of work. You may want to do this so if you decide Leopard isn't for you just delete the partition.

You could, since your CPU pass the requirement. Personally, I would build a new computer. Just last month I build a computer that slightly more powerful iMac 20-inch: 2.66GHz for under 500 dollars loaded with OSX86 Mac OS X Leopard 10.5.5 iDeneb 1.3. Ethernet, audio, usb, and DVD burning all work. Unfortunately, it doesn't cook dinner for me.
My friend came by and he bought it off me for 750 dollars, so I got 250 dollars more in my pocket.

I don't really see why he would build a new computer. He doesn't want a Hackintosh... he has a perfectly good eMac.
It will run OSX fine. I've seen it on those era eMac's just fine. Heck I've seen it on older G3 Towers and it ran fine (just as long as you didn't try to multi-task ) However you won't be able to upgrade to 10.6 (Snow Leopard) as the PPC support will be discontinued.

Leopard's certainly not as nippy as Tiger on PPC machines, but it runs okay on my similarly spec'd G4 Mac Mini. I might be more critical than some because I do tend to push that machine hard. It's definitely perceptibly slower, albeit to a small degree. The new functionality may be worth that trade-off to you.

Not necessarily, nothing's been announced to that effect just yet. There's going to be some ticked-off Quad G5 owners if that is the case, OS support being dropped 3 years after their purchase. After the influx of Leopard bloat on older (G4) machines, they're probably the ones that stand to gain the most benefit from the tightened up Snow Leopard release. While the move to Intel's certainly been positive, I hope Apple hasn't forgotten PPC users just yet.
EDIT: Sorry for reviving this somewhat old post. Saw it fairly high up the page and assumed it was current. I forget how quiet it gets in the mac boards here sometimes.

Like others have pointed out, your slightly slower PPC processor is your weakest point but if you go with it and the 1.5GB of RAM I'm sure you'll find Leopard will perform well. The niceties of Leopard make it worth the upgrade even if you experience a little sluggishness in some apps or heavy desktop use.

Keep in mind though, that Leopard was mainly designed for Intel processors, and that means decreased support for PowerPC. Shouldn't be too much of a problem, but you won't be able to get the full glory of Leopard (e.g Boot Camp).
