So what I understood so far is that
1 GB = 1000 MB
1 GiB = 1024 MiB
Is that right?

Yeah, according to Wikipedia, Mebi/Gibibytes are binary, and Mega/Gigabytes are decimal...

4 TB = 3.63 TiB, so the answer is no. But most people use SI prefixes anyway, though it can get rather confusing if you don't know the difference...
