A change log of what? Nothing on BA has changed...

If you want a PHP change log, go check the PHP site.

The update has been reverted due to some outlying issues with the updated version.

Namely that there is a bug which is causing issues with zlib vs gzip compression, and also the app pool keeps randomly crashing for reasons currently unknown. These issues were not present in the previous PHP version so it has been reverted back for the time being.
